In my case that's causing upload files to get stuck for multiple users but it sounds pretty similar to what you're seeing.

When a user opens the file, its still in the Sharepoint/Onedrive library and visible to everyone. The client does not upload changes while scanning, so this behavior can cause uploads to be delayed. The net effect of this is the device is constantly scanning and pushing metadata updates causing other devices syncing the same library to continuously pull down those changes and scan. "Looking at those logs I was able to find that this device (dev id) is experiencing an issue that causes the LastModifiedTime of particular files to be updated every 1-2 minutes. If I un-synced and re-synced the library the problem is rectified.So I know this one.been fighting it for awhile now and finally got a good answer out of MS Support thanks to a kind redditor who got my ticket escalated: If I tried editing, or overwriting the file the problem was not resolved.
If the client deleted it, it would not get pulled back to the client. I tried editing the file once in the Sharepoint Library as the next step, and the File synced back to the client.

That means that all the files and folders became read-only, and you can no longer edit them from Windows Explorer. In case your library contains metadata columns that you made required, you will notice a lock icon appearing next to the files. But I was able to copy the URL and manually Sync the library through the OneDrive for business client. However, architectural limitations mean that you can only use Files On Demand if you are using Windows. When a user has Read-only permissions the Sync button on the Sharepoint library site does not show itself.
I was testing out Syncing capabilities of OneDrive for business client for users with only Read-Only permissions.
